In a large bowl, combine the flour, baking powder, salt, and cocoa powder. Mix well and set aside.
In a small saucepan, combine the butter and 1 ¼ cup chocolate chips. Melt over LOW heat until both ingredients are melted.
In a separate bowl, whisk the sugars and eggs together for 1-2 minutes, until fluffy and smooth. Add the melted chocolate mixture and whisk well.
Stir in the vanilla.
Fold in the flour mixture with a spatula just until combined.
Fold in the remaining chocolate chips.
Freeze for 10 -15 minutes, until thick enough to roll into balls.
Preheat oven to 350F. Line a large, rimmed baking pan with parchment paper.
Using 2-3 tablespoons per cookie, roll into balls and place on the prepared pan 3” apart.
Bake for 9-10 minutes, until set in the center.
Use a large cookie cutter to help make those perfect circular cookies, if desired.
Let cool 5 minutes before lightly pressing the pretzels towards the top of the cookies for the antlers, a red chocolate candy for the nose, and candy eyes.
